No, coaches do not have a decision on who is or is not on their team.  Only Academy and Competitive programs allow coaches to dictate who is on a team.  

That being said, if you have players that are causing issues, your League Directors, Commissioners and Board Members are here to help!  We've created the attendance policy and procedures to give you a process for informing the board of a problem.  If there is an issue with a player not showing up to practice, we will work with you to take appropriate action, which could result in the removal of a player from your team.
